What does high-level execution look like in a P3 development?
It looks like delivering a 720-bed, 250,000 SF student housing community substantially ahead of schedule.
At Jax State Phase II — also known as West Campus Village — RISE is demonstrating what’s possible when an aligned P3 team executes with urgency, creativity, and accountability from day one.
Awarded by Jacksonville State University and the JSU Foundation in August 2024, the team immediately launched an accelerated design and concurrent pricing process that culminated in a financial closing in January 2025 and a highly coordinated construction effort now tracking toward completion months ahead of schedule and well in advance of the project’s August 1, 2026 delivery commitment.
The project team was challenged early not only by the arrival of tariffs impacting the market shortly after the GMP was established, but also by a site requiring significant elevation changes. Rather than importing massive amounts of fill material from regional sources, the team developed an innovative on-site lake strategy that generated approximately 225,000 cubic yards of usable fill directly from the property itself.
The solution accelerated sitework, substantially reduced associated costs, and created long-term aesthetic value for the university. Most importantly, it positioned Jacksonville State University to plan for Fall 2026 student move-ins with confidence.

Purpose-built for the upper-class student experience, the community includes 716 private-bedroom apartments and suites, 18 Greek Life chapter rooms, a top-floor Gameday Lounge overlooking the baseball and soccer venues, and an elevated berm that will serve as “Cocky’s Corner” along the right field fence of the baseball stadium.
